The location of the log files, both QCClient and SA, are specified within the Site Admin module, on the Servers tab. On my ALM 11.0 server that appears to be
c:\docume~1\<userLoggedInDuringALMInstall>\LOCALS~1\Temp\<serverName>\

I don't know the answer to your second question.
