Have you reviewed the API documentation? There is a COM API and there is a REST API (as of v11.0). Since you say you need to use a web service I assume that you are wanting to use the REST API. I suggest you start by reviewing the documentation for the API (it comes with the product) and then searching this forum for other threads that relate to the REST API.
