I can't provide exact steps or code, since I haven't done this before. Here's what I think you would need to do.
Within QTP you use the QCUtil object to access the QC Open Test Architecture API. From that API I think you would use the ExtendedStorage object to access Resource items. That object has a method for downloading the items from the server to the client system. The method is called "Load". You might also use the QCResource object (and the QCResourceFactory object) to find the Resource first. The QCResource object has an ExtendedStorage property that is the ExtendedStorage object for the specific Resource.
