How to schedule incident status every 15minutes?

Hello everybody.

Is there some kind of possibility to create, or use scheduler for hpqc on incidents?

What I need is to use some kind of scheduler that will make hpqc check every (for example) 15minutes some folder, where will be data(for example incidents in msexcel). Then take these data (for example incident IDs) and change status of these incidents to (for example) "deployed".

I wanted to make it by using external scheduler, for example CRON, but i dont know how to make the way between CRON and HPQC, what to write and make HPQC do this action.
