ALM url redirecting

ALM URL FORWARDING   Hi, is there an Url redirection we can do in ALM 11.52 so that when a user clicks on http://chs-hpt01:8080/ it should redirect to http://chs-hpt01:8080/qcbin.

Can this be done by URL rewrite in IIS or changing jetty.xml .Please provide with neccesary documentation.

The purpose it that:
http://localhost to http://localhost/qcbin/start_a.jsp.
