It is at patch level 07.
Repairing the project on the existing 11.00 system caused no problems.
It is worth noting that I made two test migrations in December and January without this problem. The main difference between then and now is that I back then migrated to completely fresh installed machines where I first had to install ALM (MS SQL was already installed).
This time I took the machine from the January and dropped the qcsiteadmin_db and the project db (there is only one project). I then
1. Ran the installation wizard using existing values (I launched the installation wizard before I dropped qcsiteadmin_db) (for some reason the SMTP-server value was lost).
2. Executed an insert script to migrate the user list
3. Imported the project database.
