QC Client side access issue after patch 16 installation.

I am assuming that some organizations might have installed patch 16 of QC & can help if they faced any issue similar to mine & resolved.

We are using QC 11.0 Enterprise Edition with Weblogic 10.3 installed on Win Server 2003 with MS-SQL 2008 as DB.

After upgrading our patch from patch 6 to patch 16 last weekend, we are encountering various kinds of different issues on different client machines. Below are the issues

1) Admin rights is now mandatory to re-install QC components on client machine after installing patch 16. Without admin rights, QC clients don't register & throws error -

"Initialization has failed. Contact your system administrator.

For details, see the Loader log file."

Affected machines - Win XP SP3, Win 7 (32 bit), Win 7 SP1 (32 bit)

I checked & we have all the latest root certificates on affected machines as mentioned in patch 7 read-me doc

2) Even after when we install QC components with admin rights as mentioned in point 1 above, it again download & install components when accessed second time using normal user account (without admin rights). After 2nd time installation, it works fine.

3) For some users, when we try to install QC components with admin rights, the components get downloaded, processed & when it tried to load, it get stuck at a particular point where the message on screen is - "loading infragistics2.win.ultrawintoolbars v8.2" component
If I leave it at the same place, invalid URL message appears after few minutes.
Some users having same kind of machine, same type of image & permission are able to access without any issue. But some users are facing this issue.
This issue started happening after installing patch 16.

Affected Machine - Win 7 (32 bit)

If somebody can help, it would be great.
