I am a year late to reply, but hopefully this may help others who have the same problem. In my case it was because I created a new resource of type "data table" under QC > Test Resources module but did not upload the spreadsheet. For example in QC > Test Resources > Resources (folder) > NameofSpreadsheet.xls. But then I forgot to upload the actual spreadsheet "NameofSpreadsheet.xls" to the data table "NameofSpreadsheet.xls. It was my fault for naming both Data Table and Spreadsheet the same name (including the xls extension). I should have named the new resource something clearer and distinct from the spreadsheet, so as not to confuse myself.
