I think maybe we need some screen images to understand what you are doing - maybe a few screen to show us how when you pick State "x", then Motives shows list "a, b, c", and when you pick state "z" then Motives shows list "e, f, g".
Is Motives a user defined field you created? If so, there must be some sort of customization of workflows to get it to display only certain values based on the value of the State field.
