The ability to delete reports in the Dashboard module is a configuratble permission. Beyond that it is possible that the workflow code in your project has been customized to restrict the permission further. You shoudl speak to the administrator of your system/project to find out specifics.
The "Trash" folder you describe is also not default functionality of the ALM product. A project administrator must have customized your project to provide that functionality.
