need to disable Copy paste in QC v11 for defect module

There is a latest instance in QC –

For ex: 1 is a critical defect in NEW status. It appears someone has attempted to copy this defect to another report but accidently pasted in QC which has resulted in another NEW defect as 2.

 In this case 2 is not required in QC. 

To avoid this in future, can we please modify the user access to either of the options below –

 Preferred option would be to retain ‘copy’ option of a defect and disable ‘Paste’ option in QC. Reason I say copy option to be retained is because we use copy function in QC defects module and paste it to other reports or emails.

Is it possible in v11?
