In order to create a User Defined field you will need access to the Customization features for the project, specifically the Project Entities feature. In order to programmatically set the value of one field based on another field you will also need access to the Customization features, specifically the Workflow Script Editor.
If you are a member of the System Defined group "QATester" then you do not have permission to do this by default. You will need to contact a Project Administrator (a user that is a member of the System Default group "TDAdmin").
