Almost same issue here (QC11.52) :
Following client components were not downloaded successfully:
1 . LrWsUDDIQuery.dll :
This file has no digital signature or the publisher is untrusted.
2 . LrWsUDDIQueryLib.dll :
This file has no digital signature or the publisher is untrusted.
3 . LrWsSystinetQueryLib.dll :
This file has no digital signature or the publisher is untrusted.
Close all connections to Server and try again.
Opened a case with HP about this. It was working perfectly for days before it happened (and on a side note, our legacy QC10 is having the "test_type.cab this file didn't pass signature checking" message !)
Did all that HP recommanded, installing certificates and Thawte certificate, deleting everything related to QCs on the workstation, changing security, nothing.
ATM, only XP workstations have the issue, but not all.
