Since user was given admin rights and able to login it means, the ALM client was installed in a path. But when you login next time it asks again to download the files, since it is not able to find the ALM client installed in that path.
I had the same issue, but i forgot how i resolved it. I think while connecting with Citrix XenApp, a special local folder is used and ALM client was installed there, which was the cause of this issue. Let us know if ALM-Client folder is present in the default local folder 'C:\Users\id\AppData\Local\HP'.
