I do not know much if this post will be of any help to you.......
When the first time QC ALm was installed in my machine I also faced a similar kind of issue. I do not have admin rights on the system on which HP Qc 11.0 was installed. Afetr the installation was successfull I tried to login to QC but then it came to a blank page where there were 3 bars displyed and were updating but suddenly it used to stop and said something like QC cannot be opened or something.
I am not sure if it the similar issue with you. But I had the admin person uninstall it and then again reinstall. But then also it was giving trouble and then after several tries the admin person did one thing.
He installed and then tried to open Qc for the first time. there the components got registered successfully as it was looged in with admin rights.
After this thing was done I was able to get the login page successfully and login.
Do not know if iit will help you much but still if you get anything from it let me know......
And as per the admin person the components were not getting registered successfully as I was trying to get the login page without an admin access and hence the trouble........
