First be aware that patch17 for ALM11.0 is release and it is certified for IE11 as specified in its readme file:
- ALM 11.0 Patch 17 client is certified for Microsoft Internet Explorer 11 on Windows 7 SP1

Regarding the different troubles that end users may face when accessing ALM from their browsers, they can have different causes (although the outcome, which is not impossibility to access ALM client from browser, is the same to everyone) which can be troubleshot with the help of support. Most of them has already been addressed and are reported in different knowledge base documents that can be search using keywords.
Regarding the registration of ALM client side component, ALM client is not being registered during its deployment (ALM uses a side by side deployment for the client which does not require registration to the registry editor of the client machine). The registration is mainly needed when integrating with testing tools and has to be performed in a separate step. This registration requires administrate permissions on the OS of the client machine. if you cannot provide them, you can use a tool named MSI generator that will help you create an MSI package of ALM client (this installation package can also be used to register the client side) and end users will be able to install this package with their own restricted account.
