Damus is correct. Starting at version 11.5 you must contact HP to have your license reissued. An ALM 11 license will not work in ALM 11.5, 11.52, or 12. And the newer version license will not work in version 11 or earlier.
If you have a current and valid support agreement there is no cost to get the newer license. You will however need to open a support case, when you are asked what type of question you have, in the drop down choose Licensing and in the description explain that you have ALM 11, you want to upgrade to 11.5 or 12 or whatever version it is you want to install.
HP license team will verify that everything is in order and if so, provide you with the new license. If you do not have a current support agreement you will need to contact HP Sales and work with them on a return to support plan.
