If you would like to add to a test set, a number of tests with a criteria, such as 'Passed' test as you stated, and yet not all the filtered data ... you could, after setting the filter in the "Test Plan tree" area of Select Tests, pick and select/multi-select the tests you want to add. You may need to 'Expand All' first to display all the filtered tests that satisfies the filter criteria, then click the test you want (CTRL+Click) to select multiple tests. Then after all the ones are selected, click the green arrow to 'Add tests to test set'.
