The ALM product includes an Open Test Architecture API reference document, and that document includes many examples for how to accomplish a variety of things. The API is COM-based. To access it, you will have to access the ALM > Tools page and execute the HP ALM Client Registration tool on each system where you intend to run the code that uses the API.
If the code is executed within a UFT script, and that UFT script is stored within ALM, then you can access the ALM OTA API features through the UFT QCUtil object.
