Please make sure that you followed the right steps when upgrading the project from QC10 to ALM 11 which is mentioned in the document:

After checking it, if you performed the right steps but the issue still persist, you can raise a ticket to HP technical support.
It will be more flexible for us to troubleshoot your issue.
