Just FYI.

Because of the total lack of auditing in the Site Admin product I ended up creating a custom program that uses the Site Admin API to add users to the site. My custom program creates its own audit log.

Also, I have opened an enhancement request (QCCR1J71007) to get that sort of auditing added to the Site Admin. If you think this is a good idea, contact HP support and add your vote to that request. I know that currently they are considering it for some future update in ALM v12, but no update for any earlier versions.
