Are you talking about the Launch Report button that shows in the lower half of the Execution Grid tab, above the Run Results for the Test Instance you have highlighted?
Does this happen on every workstation for every user of the project?
Do you have the Run Results Viewer installed on the system where you are trying to do this?
Have you asked your Site Administrator to look at the QCClient logs that are stored on the ALM server to see if those logs provide any additional information about what is happening?
