Please see below for my observations.
Instead of deleting the record from VC_* tables ask whether other users are able to view that script( Generally if you are not able to view that script due to profile related issue , others will be able to view it when they login with their userid ).
<<Giri>> Other users are able to see the scripts as long as they haven't perform CheckOut opeartion. Once the other user checks out the scripts, he is also experiencing the same.
Ask the ADMIN with TD-Admin role in the other user's to undo-checkout that script, that will release the lock populated under your name.
<<Giri>> Admin is also not able to Undo the checkout.
