I know this is an old thread, but I think I've just got round this one today so thought I'd post my solution for anyone who may need it.
The HP QC seems to need a few things:
1. To be installed as an administrator (run it the first time using right click - Run as Administrator)
2. Write access to the folder with the software in it for the user who will run it (for me this was %CommonProgramFiles(x86)%\Mercury Interactive\Quality Center)
3. A change to %SystemRoot%\mercury.ini as it hard-codes the temp folder of the user that installed it.
4. The HKEY_CURRENT_USER registry settings that the install process adds to the installing user copied to HKCU on the running user. On my system this was HKCU\Software\Mercury Interactive and HKCU\Software\Altium (Dream VCL)
This way my non-administrator users are able run HP QC.
