Within ALM (v11.0, at least) there is no concept of a user being part of an ALM Domain. Users are part of the ALM Site, and they are granted access to individual Projects. The ALM Domain is mostly a way of grouping the Projects. You can assign a default database server per Domain, which could give you a way to segregate data for different clients to different physical database servers. And each Domain has a Physical Directory for the ALM Repository, which gives you a way to segregate that part of the project data also. But users are all clumped together for the site.
