I apologize for the confusion caused however to clarify the 'QC Server' is one of the legacy SKUs from the TestDirector era and prior. These SKUs were left in the system and it was time to "clean house" a bit and the notifications is primarily a part of that SKU cleanup effort.
The ‘QC Server’ refers to a time when the server and users were sold separately. Over the past few releases of ALM and QC starting version 10 and above, HP no longer sells 'QC Server' separately so for majority of the customers who are on versions 10, 11 and 11.5 this message is not applicable or relevant.
One could check their contract with HP and if they see any of these legacy SKUs on there, they should reach out to their Sales representative in order to have a migration plan to the newer and current product SKUs.
