Hello ,
In the Site admin DB , check the ADMIN table. DOMS_VERSION will give the version of the schema.
If its 11 , it means the site admin schema in already in version 11. Hence it can't be upgraded.
The error message is most likely due to the same reason. It occurs only when the schema is already upgraded to version 11.
